Rs. 285 crore deficit budget presented in Assembly

ITANAGAR, Mar 10: State Finance Minister Chowna Mein on Friday presented the first budget of the BJP-led Government with Rs. 285 crore deficit for the fiscal year 2017-18.

The budget mainly focuses on infrastructure development, particularly road, health and education sectors, employment and skill development, law and order, rural economy, women empowerment.

While tabling the budget, Mein said the Gross State Domestic Product (GSDP) was estimated to be Rs 21,414 crore in 2016-17, growing from Rs 11062.69 crore five years ago.

"There was a slow but perceptible shift of economic activity in the state from the primary sector to the tertiary sector in the last few years. The primary sector contributed to 38.21% of GSDP at constant prices, while the tertiary sector contributed to 40.28% of GSDP," Mein said.

The share of Central taxes grew from actual receipt of Rs 7075.58 crore in 2015-16 to Rs 8388.30 crore in revised estimates of 2016-17. The state's own tax revenue in the revised estimates of 2016-17 was Rs 650.63 crore as against actual receipt of Rs 535.07 crore in 2015-16, Mein said.

Nearly, 94% of the tax revenue was collected by the Tax and Excise Department.

The non-tax revenue receipt in the revised estimates of 2016-17 was estimated at Rs 506.79 crore as against an actual collection of Rs 392.12 crores in 2015-16, the Finance Minister added.

"In the budget estimates of 2017-18, we are projecting a revenue receipt of Rs 14599 crore and a capital receipt of Rs 1436.75 crore. This is an increase of over 15% from the budget estimates of 2016-17," Mein said.

The state's share of Central taxes has been pegged at Rs. 9306.34 crore and this represents the biggest source of resource for the state. We have projected states own tax revenue to be at a level of Rs. 742.94 crores .The nontax revenue projection for 2017-18 has been pegged at Rs 536.29 crore, he said.

The finance minister said that after the implementation of GST, Excise duty will be the only flexible taxation instrument for resource augmentation in the state.

A decision to revise excise duty rates has been taken and the new duties on alcohol and spirits are being notified by the Excise Department, the finance minister said adding that with the rationalized duty rates, the state's excise duty revenue will cross Rs 250 crore in the coming financial year.

Mein also said that the state will also take measures to strengthen the Department of Geology and Mining to enable it to truly harness the rich mineral resources.

"For the next financial year, we are projecting a fiscal deficit of 2.83% of GSDP. The outstanding borrowing and debt liability of the state was pegged at 22.26% of GSDP in 2015-16 which was estimated to be 21.94% of GSDP in the revised estimates of 2016-17, which is well below the prescribed norm of 25%," Mein said.

The finance minister said that the state had to bear a liability burden of over Rs 4000 crore this year alone.

"It was indeed a tight rope walk for our government as we had to strike a balance between the imperative of expanding public investments and defraying past liabilities while maintaining our commitment on maintaining a reasonable fiscal deficit," Mein said.

Mein said being a destination based tax, Arunachal would be a net beneficiary in the unified Goods and Services Tax regime and would witness some degree of buoyancy in revenue receipts on this count.

Referring to the reforms in governance as proposed in the budget, Mein said the trinity of JanDhan, Aadhar and Mobile would be used for delivery of citizen services and moving towards a cashless and paperless economy.

E-Office would be made functional along with computerisation of treasuries and a Chief Minister's dashboard on an electronic platform to track progress of key products would be created, he said.

"For IT initiatives, the budget proposes an allocation of Rs 15 crore under the Digital Arunachal scheme," Mein said.

"The government will roll out a new industrial policy and will develop industrial estates in the foothill districts for which a budgetary allocation of Rs 15 crore has been proposed," Mein said, adding an amount of Rs 10 crore has been proposed for developing a food park at Tippi in West Kameng district.

The Finance Minister also presented the Gender Budget, Annual Financial Statement for 2017-18 fiscal.

Later briefing the media persons, Mein termed the budget as 'People's Budget.'

"It is progressive and reform oriented budget which squarely addresses the fundamental governance challenges facing Arunachal Pradesh and gives a strong thrust on use of technology for transparency," Mein said while briefing the media persons.

The budget demonstrates the resolve of the government for transparency in government recruitments. It seeks to liberalize the frameworks of governance and incorporate some bold decisions, the finance minister said.

"The budget reflects sound fiscal management while acknowledging the need for expansion of public investment," Mein said, adding that the budget was an honest attempt of the government to address the core socio economic challenges facing the state.

"For the first time, there is an acknowledgement that each part of the state has distinct challenges and there is a separate window of funding for innovative project emanating out of the district," the finance minister. Mein also said that thrust has been given on decentralized decision making.

Mein asserted that the budget demonstrates the grit and resolve of young Chief Minister Pema Khandu, who has a modern approach to governance.

"It marks a significant departure from all previous budgets and is essentially oriented to ushering in long-term reforms and economic growth in the state," the finance minister added.

 

BJP hails budget as historic

Meanwhile, the State BJP hailed the budget as historic and most forward looking.

'It is   historic budget that has taken care of the present and future needs of the cross section of society," state BJP President Tapir Gao said in a release.

Be it farmers or students or for that matter, rural and urban settlers and even for the government employees, this budget has ensured social safety for all,' said Gao.

He also complemented the state government for seamless integration with the Modi led government's agendas on infrastructural growth plan and for living upto PM Modi's  philosphy of "Sabka Saath, Sabka Vikas".

 

 

 

CAG questions Arunachal performances, several depts under scanner

ITANAGAR, Mar 10:  Comptroller and Auditor General of India (CAG)has submitted its report for the year ended March 2015 for Arunachal Pradesh. The Audit Reports are unflattering and raises serious question marks on the performance of several government departments.

Industry, Urban Development and Housing, Tourism, Rural and Public Works Department, Water Resources, Taxation, Transport and State Excise, power departments and Arunachal Pradesh Public Service Commission and Arunachal Pradesh Industrial Development and Financial Corporation Limited are under the radar of the CAG.

The audit observation has classified nature of irregularities under 23 heads which includes irregular expenditure, excess/undue financial benefit and inadmissible expenditure.

3,213 Paragraphs pertaining to 591 Inspection Reports, involving Rs 1430.17 crore were outstanding as of March 2015 and first replies to the 227 Inspection Reports have not been received from the departments despite repeated reminders.

Inspection reports were not settled involving the Deputy Commissioners amounting to Rs 2833.23 Lakhs while DRDAs are yet to respond to queries on schemes worth Rs 282.78 Lakhs. PWD has to respond to questions worth Rs 9982.06 Lakhs.

RWD: Executive Engineer Seppa failed to exercise due diligence while evaluating tenders overlooking the huge difference in rates quoted for two works by the same contractor involving similar items of works being executed almost at same time in close vicinity. As a consequence, higher rates were allowed for one work which resulted in undue benefit of Rs. 102.94 lakh to the contractor, the audit report reads.

Executive Engineer, Ziro Division incurred expenditure of Rs. 493 lakh on formation cutting for a total length of 9.50 km (6 metre width) relating to construction of Road from New Pania to Neuliber (Stage-I). Of this expenditure incurred on formation cutting, the expenditure of Rs. 473 lakh was doubtful as this item of work was already executed by PWD way back in 1987-88 before the same stretch of road was handed over to Rural Works Department in January 2015.

PWD: Executive Engineer, Public Works Department (PWD) Gensi Division executed works at rates higher than estimated rates without inviting tenders. As a result, undue benefit of Rs. 58.04 lakh was extended to contractors besides leaving one item of work unexecuted.

Due to hiring of bulldozers and Tractor with Trailer at a higher rate than the approved rate of Arunachal Pradesh Schedule of Rates 2012, Mariang Public Works Division incurred an extra expenditure of Rs. 26.77 lakh.

Executive Engineer, PWD Tezu Division diverted Rs. 145.17 lakh from a road work under Rural Infrastructure Development Fund financed by National Bank of Agriculture and Rural Development and the work remained incomplete even after three years of scheduled date of completion.

Executive Engineer, Kalaktang Division withdrew Rs 198 lakh through a single cheque and paid to a firm in March 2015. In support of this amount, 70 payment vouchers (all dated March 2015) were prepared against five items of works. As per completion report, all those works were shown to have been carried out during August 2014 to March 2015. However, as per the payment vouchers, the works were carried out during July 2003 to July 2006. Hence, the possibility of fraudulent payment and misappropriation of funds cannot be ruled out, the report read.

Construction of road from Shyaro to Jangda sanctioned in February 2008 at an initial estimated cost of Rs. 845.93 lakh being constructed by Executive Engineer, PWD Jang Division was due for completion by March 2011. Even after a time overrun of three years, road connectivity from Shyaro to Jangda could not be achieved despite expenditure of Rs. 1185.46 lakh as a 40 metre bridge remained incomplete as of December 2015.

Diversion of funds (Rs. 197.75 lakh) by Executive Engineer, PWD, Sagalee Division earmarked for repair and maintenance of Doimukh-Kheel Road led to execution of poor quality road work. The condition of the road has deteriorated within a year of its repair, the report read.

Taxation: Audit of the system of TDS in seven test checked districts covering the period of 2010-15 revealed that three DDOs did not deduct VAT of Rs 37.44 lakh at source from the suppliers. VAT of Rs 12.02 crore was not deducted from 86 works contractors by nine DDOs. Audit also noticed short deduction of VAT of Rs 35.19 lakh from 86 suppliers by five DDOs. Though VAT of Rs 40.41 lakh was deducted from 16 contractors/suppliers bills, the DDOs did not deposit the same into government account within the stipulated time as prescribed under APGT Act. Further, 19 DDOs short deducted VAT of Rs 13.52 crore from 2159 bills. There were cases of non-submission of TDS return (FF-19) and non-maintenance of TDS account (FF-20) by the DDOs. The Taxation Department did not exercise the required control over the activities of the DDOs who were entrusted with the responsibilities of TDS.

Transport: The department failed to realise road tax of Rs 22.56 lakh and maximum penalty of Rs 5.64 lakh from owners of 122 commercial vehicles.

Power: Audit observed delay in implementation of the provisions of Tariff Orders during the five year period 2010-11 to 2014-15 in 7 Divisions resulting in loss of revenue to the Government to the extent of Rs 242.27 lakh. Though the total revenue collection increased during the five years period 2010-11 to 2014-15, the outstanding revenue also showed an increasing trend. The Department had not taken action against 934 consumers who defaulted in payment of outstanding dues amounting to Rs. 833 lakh for periods ranging between 14 years and 22 years. The Department had failed to collect Security Deposit of Rs. 196.30 lakh from 23 commercial consumers and had not adjusted interest of  Rs 188.04 lakh on consumers Security Deposit from the consumers bills.

ITIs: Four newly sanctioned ITIs under Centrally Sponsored Scheme are not likely to be functional by the target date of March 2017.

Nine new trades in three ITIs under upgradation scheme could not commence even after delay of four years and funds of Rs. 67.89 lakh remained unutilized.

Funds of Rs. 199.16 lakh released by Gol for supplementing deficient infrastructure in ITIs was kept in the bank account by Arunachal Pradesh Skill Development Society without releasing the same to ITIs for period ranging from seven to twenty-five months leading to non-completion of scheme.

UD: The Department of Urban Development and Housing paid an excess amount of Rs. 16.3 crore to Arunachal Pradesh Infrastructure Development Corporation Limited, a joint venture of M/s U.S. Roofs, Mumbai and APIDFC without regulating the payment with reference to physical progress of the project for construction of MLA Hostel. The construction was abandoned since December 2013 which was subsequently terminated in July 2015 and Rs 67.69 crore incurred on the construction has been rendered unfruitful.

Tourism: The State Government has neither approved the Tourism Master Plan prepared by a Consultant in 2005 nor the Tourism Development Plan developed by Indian National Trust for Art & Cultural Heritage (INTACH) in 2010.

There was underutilization of funds under Capital section during the period 2010-11 to 2014-15 ranging from 15.51 per cent to 56.52 per cent.

Out of 31 projects due for completion by March 2015, only 14 projects were completed within the scheduled time frame, while seven projects were completed with time overruns ranging from 3 to 33 months, and the 10 projects are still incomplete.

Inability of the Department in utilizing the 28 tourist facilities created at a cost of Rs. 56.40 crore rendered the entire expenditure idle/unproductive.

Governor grants funds to anti-drug campaigners

ITANAGAR, Mar 10: Arunachal Pradesh Governor P B Acharya has on Friday granted an amount of Rs. 5 lakhs for Adi Bane Kebang and another amount of Rs. 4 lakhs for Mother's Vision, Aalo in order to motivate people and organizations working for eradication of drug addiction and rehabilitation of addicts.  

The amounts sanctioned are for procurement of vehicles for their campaign works and will be released only when rest of amount of the vehicle cost is met by the respective organizations.

While appreciating the two NGOs, the Governor advised the members to work harder towards a drug free society.

Expressing his grave concern over the menace of drug addiction in the state, he called upon the people from all walks of life to fight against drug menace and take necessary precautions to keep the younger generations away from it.  (PRO to Governor)

 

 

 

Peaceful rally on Mere Vichar

ITANAGAR, Mar 10:   The Mere Veechar Andolan Committee (MVAC), a cong-lomeration of seven organisations-Arunachal Youth Organization (AYO), Arunachal Justice Forum (AJF), Save Arunachal Youth Association (SAYA), Anti Corruption and Crime Control Committee of Arunachal Pradesh (ACCCCAP), Arunachal Anti Corruption Union (AACU) and Arunachal Tribal Contractor Welfare Association (ATCWA) staged a peaceful rally demanding the state government to  investigate the  60- page diary " Mere Veechar" by late Chief Minister Kalikho Pul's  by CBI based on the FIR lodged by late CM's wife.

Hundreds of people joined the rally that started from Akashdeep and ended at Tennis Court Itanagar here. Alleging the state government of lukewarm response to their demands, the MVAC stated that the state government’s attitude towards the high profile case reflects that the government has no conviction to look into the matter.

Referring late Pul's "Mere Veechar" wherein Chief Minister Pema Khandu, Deputy Chief Minister Chowna Mein and Parliamentary Secretary Tourism PD Sona’s names were allegedly mentioned, MVAC demanded resignation of three leaders on moral ground to ensure free and fair investigation. However, the government Spokespersons refuted the allegation stating that it had no iota of truth.

The committee also demanded Parliamentary Secretary P D Sona to return the rupees four crores to Pul family which was allegedly mentioned in the 60 page diary.  The committee also expressed displeasure at the manner Supreme Court of India responded to the said case.

"Late Chief Minister's Mere Veechar' a death declaration, needs through investigation, people of Arunachal should know what led him to take such extreme step" said MVAC Convenor Kaling Tasing.

On being informed that the state government has recommended the matter to Ministry of Home Affairs after cabinet sitting, Tasing further added that government responded after eight months of the incident which also raises question on their conviction.  "If they are clean enough, they should have sent the recommendation earlier" he demurred.

MVAC Convenor further opined that sending the matter to MHA would serve no purpose, so independent inquiry should be conducted to unearth the truth, he added.  

Meanwhile, late Pul's eldest son Ojingso Pul thanked the people of Arunachal Pradesh for the support  extended to the family as they fight for justice.

Later MVAC submitted a memorandum to the Governor seeking his intervention on their demands.

 

 

 

Cyclone damages school & girls' hostel buildings

ITANAGAR, Mar  10:  The  rooftop  of the IV School building, Kullung  was blown  away  and  MIBT girls' hostel  building damaged in a  cyclonic storm  that hit the Mengio and Silsango circles on March 3 and 4 last.

Mengio BEO/BRCC G Tacheng in a release said that the school building also developed crack under the impact of the cyclone which needs immediate renovation.

He further informed that many dwelling houses were either blown away or damaged and many domestic animals received injured due to cyclonic storm. However, there was no report of any human casualties.

The calamity -hit students are appearing their examinations in open ground, the  BEO informed and appealed  to the higher authority  and well-wishers to extend all possible  help for restoration of school and girls hostel buildings  before the  start of next academic session.

 

 

 

Bill to safeguard depositors' interest passed

ITANAGAR, Mar 10: The Arunachal Pradesh Protection of Interest of Depositors (in financial establishments) Bill, 2017 was passed in the state Assembly on Friday.

The bill, which was tabled in the Assembly on March 6 by Home Minister Kumar Waii, aimed at protecting the deposits made by people in financial establishments.

Waii told the House that there had been a mushrooming of financial establishments in the state, which were not covered by the Reserve Bank Of India Act, 1934 and they have been receiving deposits from the public on the promise of high rate of interests and easy gains.

"Many financial institutions have not returned the maturity amount to the depositors and as there was no law to curb the menace, the bill was introduced for this purpose only," the minister said.

Responding to queries made by education Parliamentary Secretary Pani Taram and BJP members Japu Deru and Karya Bagang, Waii said there were 28 cases being registered in the state out of which 13 were under investigation.

"The Special Investigation Team constituted by the Home department will investigate all cases of economic offence and there are provisions for punishment in the form of two year imprisonment and penalty of Rs five lakh," he said.

The bill was later on passed in the House by voice vote. PTI

 

 

 

HC issues notice  to Govt

ITANAGAR, Mar 10:  While hearing a Writ Petition  (C) 103 (AP)2017 filed by the petitioner Techi Tagi Tara  challenging  the Govt  order  on March 3, 2017, the  Gauhati High Court Itanagar Permanent Bench  has issued show cause notice to the respondents  which is returnable within  three weeks.

According to court paper, the petitioner who is the chairman of Arunachal Pradesh State Pollution Control Board (APSPCB) has challenged the order dated 03.03.2017 issued by the  Chief Secretary  by which he has been replaced by a private respondent no 4 as chairman of the APSPCB before expiry of his three years tenure, that too without assigning  any reason.  

After hearing the  submission of Addl. senior Government advocate on March 9, the  Court  said "…. let notice of motion be issued calling upon the respondents to show cause as to why a rule should not be issued as prayed for and/or why such further or other order(s) should not be passed as to this court may deem fit and proper."

The court of Justice Ajit Borthakur further said " Till  the returnable  date, in the  interest of the justice, it is hereby directed that the operation of the  impugned order dated 03.03.2017 issued by the  Chief Secretary to the Government of Arunachal Pradesh, shall remain stayed."

Petitioner Tara filed the petition against state Govt and  3 others.

 

 

 

AR apprehends NSCN(R) cadre, bursts NSCN(K) hideout

KOHIMA, Mar 10: Delivering yet another blow to NSCN(R) & NSCN(K), the Changlang Battalion and Khonsa Battalion of Assam Rifles under the aegis of DAO division conducted successful operations in Jungmaisung and Nogna village  on  Friday afternoon.

Based on specific intelligence report about presence of one cadre trying to terrorize and attempting forced extortion in Jungmaisung village, the Changlang Battalion launched an operation and apprehended  one Self Styled Private of NSCN(R) Wangdi Tailong with a Pistol and live ammunition.

During interrogation, he admitted allegiance to NSCN(R) and further divulged that he has been active  with the outfit since Aug 2016.  The nabbed cadre had also undergone training in a NSCN camp in Nagaland for three months.

Based on specific intelligence about presence of cadres trying to terrorize and attempting forced extortion in Nogna village, the Khonsa battalion also launched an operation resulting in destruction of a hideout of NSCN(K).  (PIB Defence)

 

 

 

RG Stadium to have artificial turf

ITANAGAR, Mar 10: State Finance Minister Chowna Mein in his budget presented in the State Assembly on Friday accorded priority on development of sports infrastructure and creation of adventure sports facilities.

The finance minister has proposed Rs.15 crore to carpet the ground of Rajiv Gandhi Stadium, Naharlagun with artificial turf as well as construct the spectators' gallery.

Mein also proposed Rs.48 crore to complete the construction of outdoor stadiums at Pasighat, Yupia and Daporijo.

The budget also focuses on development of adventure sports.

"The state has tremendous potential of emerging as world class destination in Water Rafting, Kayaking, Canoeing, Paragliding, Sky Diving, Trekking etc." Mein said.

He said the National Institute of Mountaineering and allied Sports (NIMAS) will be asked to create three to four more sub-centres to enhance the reach in other parts of the state. Mein said, an expert committee will be constituted to identify the adventure tourism potentials of the state.

"NIMAS will invest over Rs.300 crore through support of Government of India for creating these facilities" Mein said.

He said that NIMAS at Dirang, which was established in 2013, has so far imparted training to over 2000 youths in a wide range of activities in adventure sports.

The finance minister also said that adequate incentives, including honorarium and facilities will be provided to those youths, who qualify for training at Netaji Subhas Chandra Bose National Institute of Sports at Patiala, Punjab.

Mein also proposed to allocate Rs.3 crore to the newly created Department of Youth Affairs for conducting various youth activities.

 

 

 

Hunting inside DEWS

PASIGHAT, Mar 10:  Forest Department Staff at Jeepghat beat under Anchal Ghat Range of D. Ering Wildlife Sanctuary led by Dy. Range Officer, Orin Perme had fierce encounter with hunters two days before the start of the Unying Aaran-a hunting festival  which is celebrated on March 7.

Informing about the encounter, Perme said that a group of hunters were intercepted near Gul Katoni area in between Jeepghat and Sibiya Mukh range who fired at forest staffs when they tried to nab the hunters.

Few round of bullet were exchanged before the hunters managed to flee into the deep jungle, informed Perme. On Monday, forest department had to face the hunters again. However, the team led by Perme managed to chase away the hunters. Perme said that hunting still goes on unabated despite all attempt to stop it. He said that DEWS is porous and some vital locations are left unattended.

It is worth mentioning here that, one of the major festivals of Adis, the 'Unying Aaran' is currently being celebrated across Adi belt with much traditional pomp and gaiety. During this festival, hunter often intrudes into the protected sanctuary.

 

 

 

15th North East NSS Festival ends with blood donation

ITANAGAR, Mar 10: The 15th North East NSS Festival came to an end here on Friday. The five-day long festival with talent shows, cultural evenings, youth exchange and input sessions came to a close with blood donation done by the volunteers in which about 50 units of blood was donated.  

Principal Don Bosco College, Fr. Nicholas appreciated the volunteers for the spirit of adventure and sportsmanship they exhibited and wished that the noble values of peace, harmony and national integration remained with all the participants.  "Carry home the message of love, peace and harmony", said the Principal.  He called upon the volunteers to be true to the motto of NSS "Not me but You".

Fr. Mathai, Parish Priest, Itanagar said "the symbolic gesture of blood donation you have done means that you are willing to give your blood for your country, for your fellow men". He called upon the volunteers to take a firm decision to change the country through selfless service.   

Chief Information Commissioner Dr. Joram Begi delighted by the happy and satisfied faces of the volunteers said that the expression on their faces showed the success of the 15th NSS Festival. He spoke of the political, geographical and military importance of North East and the great duty the inhabitants of North East have in preserving the integrity of India.  

Dr. Begi also called upon the volunteers to be selfless in service and added that the best take away from the festival for the volunteers should be personal satisfaction. He also exhorted them to carry home the love, fellowship and friendship they experienced in the course of the five days of the festival.  

Dr. V N Sharma, SLO, NSS appreciated Govt of India, Ministry of Youth Affairs and Sports, NSS Regional Centre, Guwahati, Education Commissioner Hage Kojeen, Director, Higher and Technical Education,  T. Dr. Sharma spoke how the festival has made an indelible mark of selfless service, fellowship and friendship in his heart and assured to continue the good spirit left by the festival.  The Chief Information Commissioner felicitated the SLO for his tireless works for the past thirty years in Arunachal Pradesh.  

Certificates were given to all the volunteers and programme officers.  Mizoram bagged the overall first followed by Assam in the second and Meghalaya and Manipur in the third place.  

 

 

 

PR members rubbishes complaints

ITANAGAR, Mar 10: A group of Panchayati Raj Members from 12th Pakke-Kessang constituency of East Kameng district has termed the Zilla Parishad Chairperson East Kameng district's purported complaint letter to Minister Water Resource Department as baseless.  Chairperson reportedly complained against corrupt practices by the Assistant Engineer WRD Seijosa Sub-Division.

In a press conference held here on Friday, ZPM Tado Gollo termed the ZPC's complaint letter as anti-development to the constituency.

"Without knowing the ground reality, ZPC shouldn't resort to such act, it affects the developmental process as based on her complaint, tender formalities are yet to be completed" claimed Gollo.

It is said that ZPC Chairperson Mering Natung and 12th Pakke-Kessang BJP Mandal Vice President Hago Hina Nabam wrote a letter to Minister WRD against AE WRD Seijosa alleging him of corrupt practices and preparation of false bills under MIP and FMP.  It also claimed that AE tried to float tender secretly without maintaining the norms, leading to halt of tender process under SADA 2016-17.   

"Unnecessary complaint by ZPC is halting the development activities as tender box is yet to be opened "said Devi Tallang, Anchal Chairperson 13th Pakke-Kessang.

The PR leaders shot a letter to the concern minister requesting him to direct the authority to open the tender so that execution of work may start at earliest.  The PR leaders added that the allegations leveled against the department and AE was false and fabricated to mislead and misguide the department.  

Based on the complaint filed by ZPC, it is said that Chief Engineer has assigned its Superintendent Engineer, Jamiri to verify the allegation, where in SE Jamiri had concluded all the projects undertaken in the division have no duplicity or overlapping except retaining wall at Guest House Complex Seijosa which it said is a pending liability.

The PRI members further pleaded the Minister WRD to ensure earliest completion of tender process so that work under SADA may be executed before the end of financial year.

 

 

 

Siang district likely to face food shortage

Pasighat, Mar 10: Due to strike in Assam for consecutive four days,  the essential goods and commodities could not reach  some parts of Siang district.

The bandh call started on Monday following clashes at Silapathar, Assam between All Assam Students' Union and Nikhil Bharat Bangali Udbastu Samanvay Samiti.

The bandh call in Assam is likely to affect the whole of Siang district as most essential commodities reaches the  district  from Assam, particularly through Silpathar.

When contacted the officer in-charge of Silapathar police station, Pratul Bhuyan, informed that vehicles are plying normally on the National Highways but market places remained closed in the region.

Meanwhile, people of East Siang District, particularly Ruksin Sub-Division are facing problems as the essential goods could not be transported to Arunachal.

ITANAGAR, Mar 10: Around 238 patients including aged persons, pregnant women and children benefitted from free medical camp organized  jointly by the Adi Baane Kebang Youth Wing,  Lower Dibang Valley district unit (LDVD), District Health Society and NHPC at Jia village, Lower Dibang Valley (LDV) on  Friday.

 A team of doctors  including Dr N. Yirang, MD (Paed.), Dr Raju Mena, DRCHO, Dr. S. Mitapo, Chest and TB  specialist and Dr Peter Tayeng, MD, along with nurses, Lab. technicians, pharmacists, ASHA workers conducted the  free health check up and distributed medicines to the  patients.  The camp was also supervised by a team of doctors headed by Dr D. Wange, District Medical Officer (DMO) and Dr L. Hanner, Asstt. Chief Medical Officer (ACMO), DMP.

Meanwhile, ABK Youth Wing (Apex) president Aling Pinngam and ABK Youth Wing LDV District Unit president Nibang Pertin extended their thanks to  the team of doctors .

Informing that all the district units of Adi Baane Kebang Youth Wing have been asked to  organize such medical awareness camps  in  interior areas of their respective district, Pinggam appealed to the government to look into the needs of infrastructure and  medical equipment in Upper Siang, Siang, East Siang, Namsai, Lower Dibang Valley and Mechukha block.

Among others, K.L. Solanki, General Manager, DMP, Rajiv Kumar Deori, Manager (Civil)/ Coordinator, CSR Committee, DMP, Tage Lomdek, DM (Civil)  and Mibom Pertin, President ABK LDV District Unit were present on the occasion.

 

 

 

Student from Arunachal beaten

Bengaluru, Mar 10: A student from Arunachal Pradesh has been allegedly beaten and forced to lick his house owner's shoes for using excessive water, a top police official said here today.

"A student from Arunachal Pradesh was beaten and the police is investigating into the student's claim that he was forced to lick his house owner's shoes for using excessive water," DCP (South East) Dr M B Boralingaiagh told PTI here.

The house owner has been identified as Hemanth Kumar, he said, adding, a case has been regisitered following a complaint from Higio Guntey, a fourth-semester student of Christ University, Boralingaiah said.

The incident took place on March 6 and the case was registered yesterday, he said.

Kumar has surrendered and the police are investigating the case, Boralingaiah said. PTI

 

 

 

Sanjay appointed APCC president

ITANAGAR, Mar 10:  Former member of parliament and one of the heavy weights of Congress party Takam Sanjoy has been appointed as new president of Arunachal Pradesh Congress Committee (APCC). In a press release AICC General Secretary Janardan Dwivedi informed that Congress vice president Rahul Gandhi has approved his appointment. Sanjay replaces Padi Richo.

Sanjay rose to prominence in the state politics after he became president of All Arunachal Pradesh Students Union. He has held various posts in the Congress party and was MP from western parliament constituency.

 

 

 

Student dies in accident

ITANAGAR, Mar 10:  One Sabdung Kimsing a BSc. first year student of Himalayan University, Chimpu has died in a tragic accident at Chandranagar on Mar 8 last.  A resident of Songking village, Miao, the 22 year old student was the daughter of Nongcha and Thumai Kimsing.

Meanwhile, the Tangsa Literary and Cultural Development Society (TL&CDS) has deeply mourned the demise of Sabdung Kimsing. In a condolence message, TL&CDS President and General Secretary have termed her untimely death as a great loss for the community.

 

 

 

Regional meet of parents of Divyangjan

NAHARLAGUN, Mar 10:  The regional meet of parents of Divyangjan being hosted by the Arunachal Pradesh Parents Association for Disabled (APPAD) was held at the Administrative Training Institute here on Friday.

The meeting has been organized with the view to explore various requirements of People with Intellectual and Developmental Disabilities (PWIDDs) of the state for placing before the state and central authorities.

The inaugural session was attended by MLA-Cum-Parliamentary Secretary, Techi Kaso besides, Director of Administrative Training Institute, Pate Marik and Taw Tabin.

Among those who attended the meet were Ravi Prakash from NIEPIDD, Secunderabad, N Sengupta, Vice President, PARIVAAR, B Wankhar from Shillong, representatives from NAPAD Nagaland and Shishu Shrathi, Guwahati.

 

 

 

Orgs adopt school

ITANAGAR, Mar 10: Hope Foundation (NGO) in collaboration with Rashtriya Yuva Mahila Morcha celebrated  International Women's Day by adopting Govt. Middle School Papu Nallah, Naharlagun. Both the organisations have pledged to visit the school on regular basis and endeavour to contribute for the betterment of School.

The celebration was attended by 45 children and youth.

Addressing the participants, Chairperson, Hope Foundation and President RYMM(Women Wing) Komna Moidam Nani spoke on issues like rape, polygamy, child and forced marriage and condemned various forms of Domestic violence that still exist in our society. She urged all to give importance in educating girl child that will lead to women empowerment automatically.

Education alone is the tool to eradicate the huge differences between man and women, she said.

President RYMAU Nekak Bage and its National President Student Wing Dular Dujom also spoke on the occasion.  They urged the members of the society to empower women in all aspects.

Earlier, a plantation programme as well as slogan writing competition was organized.

 

 

 

Creation of ADCs opposed

ITANAGAR, Mar 10: The Students' United Movement of All Arunachal (SUMAA) vehemently opposed the state government's move to create the Autonomous Districts Councils (ADCs) in Arunachal Pradesh.

In a memorandum submitted to the Chief Minister on Friday, it has demanded white paper on the issue of creation of the Autonomous District Council (ADCs) within a month from the date of submission of its letter. It has further threatened to resort to democratic action in case its demand is not met with.

 

 

 

Tina Mena asks women to fight against opium menace

ROING, Mar 10: Everester Tina Mena has called upon the women to be strong and fight against opium menace. She was addressing the International Women's Day and Swachh Shakti Saptah here on   Wednesday. The programme was organized by the PHE & WS department in collaboration with the Enjalo Menda Women's Empowerment Forum (EMWEF).

PHED consultant A Wangsu highlighted the importance of sanitation, while Advocate Bulia Pulu   spoke on the legal information related to women.

The seedlings, agricultural tools, bacteriological test kit and SBM-G brochure were distributed among the   women participants in the programme.

 

 

 

Former Arunachal Sports officer passes away

RUKSIN, Mar 10: Former Arunachal Pradesh Sports official, Taranath Bori has passed away after he sustained head injuries on Monday at Mebo town in East Siang.

Bori left  behind his wife,  a son and a young daughter.

Born in 1953 at Joon gaon in Assam's Dibrugarh district, Bori completed his primary and secondary education at Dibrugarh and Sivsagar (Assam) and later joined in Indian Army in 1976. After retirement as Naik in signal department of Army, he joined as Sports Officer of Arunachal Pradesh in 1992 and served there for a period of eight years. During his service as Sports officer, Bori become champion of 'Mr Saraighat' (presently called Mr North-East bodybuilding championship).

He was also conferred Lifetime Achievement Award in weightlifting by Arunachal Pradesh Weightlifting Association in January last year.

After retirement from sports service, Bori settled at Jonai (Assam) near Ruksin and was involved in social and political organizations there. He served as Vice president of Mising Baane Kebang and also Vice Chairman of Integrated Tribal Development Project in Jonai. He earlier worked as general secretary of Dhemaji District Congress (I) Committee.

The funeral of late Bori was performed at Jonai on Friday.

 

 

 

Training on backyard poultry production

ITANAGAR, Mar 10:  In all, 35 farmers attended training on backyard poultry production to mitigate the morbidity and mortality of poultry rearing in local condition held at Tafraliang, Hayuliang circle on Wednesday last.

During the training which was organized by KVK, Anjaw Senior scientist and Head KVK Anjaw, Dr. Manish Kanwat encouraged the farmers to adopt scientific methods of poultry farming to address the various issues pertaining to livestock production.

SMS- Animal Science, Dr. Tilling Tayo also briefed the trainees about different aspect of disease, feeding management and biosecurity measure of backyard poultry production with the help of a power point presentation.

 

 

 

Training organized on recent advances in aquaculture

PASIGHAT, Mar 10:  A three-day long capacity building training programme on 'Recent Advances in Aquaculture for Increasing Fish Productivity through Polyculture of Fishes', organized by the Krishi Vigyan Kendra East Siang, College of Horticulture and Forestry, Central Agriculture University, Pasighat for the state's Agricultural Field Assistants  concluded here on Friday.

The training aimed at acquainting the Agricultural Field Assistants with recent advances in field of aquaculture for increasing fish productivity and develop master trainers for promoting economically viable and environmentally sustainable technology for livelihood and nutritional security which encompasses rational utilization of available resources of the farm.

In the inaugural session of the programme, Dean of College of Horticulture and Forestry, CAU, Pasighat, Dr. BN Hazarika apprised the farmers about the role of fishery sector in achieving nutritional and livelihood security in the state. He also highlighted importance of balance diet in reducing malnutrition, enhancing food security and income generation.

Associate Professor MAP, College of Horticulture and Forestry, CAU, Pasighat, Dr. TS Mehra and KVK East Siang Subject Matter Specialist (Fisheries), SM Hussain also shared their views and experiences on prospects of Aquaculture in the state.

During the training emphasis was given on different aspect of integrated farming viz. aquaculture, integrated fish- cum-animal husbandry farming, off season vegetable production, different integrated models, water and soil quality analysis, bee keeping and farm mechanization.

A day-long exposure visit to adjoining integrated farming system unit at Jonai, Assam was also organized for exposing the Agricultural Field Assistants to different models prevalent in the system.

 

 

 

NIFCS delegates calls on CM

ITANAGAR, Mar 10: A team of the  Nyishi Indigenous Faith & Cultural Society (NIFCS) has called on Chief Minister Pema Khandu  here on Thursday and submitted a memorandum  for infrastructure development of the Nyishi people.

The delegates also elaborately discussed with Chief Minister about the problem faced by Nyishi people of the state in protection, preservation and promotion of Nyishi indigenous faith, cultural heritages and language.

During interaction,  the Chief Minister has  assured  to look into the  problems raised by the NIFCS, a Society release said.

The delegates include NIFCS advisors Dr. Joram Begi, Er. Taba Tedir, Techi Gubin, Nabam Tata and general secretary  Gichik Taaza, Vice President (hq.), Taniyang Ninghee, Asst. Gen. Secy., Nabam Runi,  and President Women Wing, Maya Murtem Bini.

 

 

 

Refresher course on Cooperative Management and Accounts

NAHARLAGUN, Mar 10: Three-day long training of refresher course on cooperative management and accounts organized by Arunachal Pradesh Cooperative Training Centre (APCTC) concluded at the Cooperative Training Centre in Polo Colony here on Friday.

Sponsored by National Council of Cooperative Training (NCCT), New Delhi, the programme saw a total of 18 trainees including the likes of chief promoters, chairmen, secretaries and accountants along with members of various registered cooperative societies of Papum Pare district participate in it.

Speaking on the valedictory function, Arunachal Pradesh State Cooperative Union (APSCU) chairman Bengia Hemanta encouraged the participants to attend such training programmes to know about the actual activities and principles of cooperative societies and cooperative movement.

APCTC principal Techi Kaku, ARCS A T Ghose and D K Deb were the resource persons for the training.

Among others, former AAPSU finance secretary Suraj Tayem was also present on the occasion.

Legal awareness for IGNOU

ITANAGAR, Mar 10:  The Arunachal Pradesh State Legal Services Authority recently in collaboration with IGNOU Regional Centre, Naharlagun conducted one day in-house legal awareness camp for the staff and the students of IGNOU,Regional Centre, Naharlagun as a part of the programme to commemorate the international  Women's Day. Sanjiv Kataky Regional Director, IGNOU, Naharlagun highlighted the significance of International Women's Day.

In the technical sessions that followed, Budi Habung, Member Secretary, APSLSA dwelt on the topic on Women and Criminal Laws. He also spoke about free legal services available to the poor and needy people and also on the various scheme and provision available under legal services authority. He further informed that Legal Aid Clinics for providing free legal aid and counseling is now available in the court complexes at -Yupia, Tezu, Pasighat, Ziro, Roing, Yingkiong, Oju Mission Naharlagun, Arunachal Law Academy, Juvenile Home Pasighat and also in the districts Jail at Jully, Tezu and sub-Jail Yingkiong. Any legal aid seekers can approach Legal aid Clinics, he added. He further informed they are contemplating to open such Legal Aid clinic in all Judicial Court, Colleges and university and also at Hospitals in Arunachal Pradesh. During the programme, Rosy Taba, Project Coordinator spoke on the topic "Sexual harassment at work place", whereas Nani Modi, project Assistant spoke at length on Domestic Violence Act. The technical sessions was followed by interaction sessions. Further as a part of the celebrations, an essay competition was organized and prizes were given to the winners.

 

 

Awareness prog for lawmakers on organic products

NAHARLAGUN, Mar 10: Global organic scientist Dr Nilmadhab Nanda spelt out the mantra to go organic while addressing Arunachal Pradesh lawmakers, including Speaker Tenzing Norbu Thongdok and Chief Minister Pema Khandu in Assembly complex here today.

Dr Nanda, inventor of organic product Win (Shree) Crops, arrived here with Indian marketing chief Pushpanjali Nanda at the desire of Thongdok and Khandu through his state authorized representative Pradeep Kumar to bring awareness among the lawmakers in tune with Khandu-led state Govt's priority to go organic and make this Himalayan state a food bowl of India. This was reflected in Budget 2017-18, presented by Deputy CM Chowna Mein today.

Explaining that 101 seaweeds are collected from all over the world, the product is developed in Shree Biotech Research Project London laboratory and marketed in 40 nations with California as headquarters. The product  doubles  any crop and triples any pulse production by spraying 100 grams product mixed in 200 liters water on leaves to make it economic and effective.

Responding to a volley of questions from legislators, including Mein, Ministers Tamiyo Taga,  Wanki Lowang, Honchung Ngandam, legislators Chow Tewa Mein, Japu Deru & P D Sona, Dr Nanda clarified that his organic product is healthy for human consumption, unlike the chemical fertilizers which are toxic for human consumption  and causing numerous diseases.

Announcing his commitment to make India totally organic as desired by Prime Minister Narendra Modi, he disclosed that Assam, Meghalaya and Manipur, among 22 Indian states using the product, are fast heading towards achieving the status. A new laboratory has been developed in Bhubaneswar to meet Indian demands, he said.

"Former CM Nabam Tuki, then Agriculture Parliamentary Secretary Pani Taram and officers had procured the product last year when I visited", he said, adding that he had appointed Nirjuli-based progressive farmer Birohi Tarh Nachung of M/s Yuma Enterprise as stockiest considering state's communication hazard for easy availability. However, Dr Nanda offered to extend all possible help to the state and its people for achieving organic status, though Arunachal is by default an organic state.

Kumar disclosed that Deputy CM Mein had launched the product at Mahadevpur on 03.04.16 in presence of about 4,000 farmers, while Lumla lawmaker Jambey Tashi has procured it to benefit the local farmers.

Besides lawmakers, senior officers, Arunachal Chamber of Commerce & Industries general secretary & IMC deputy chief councillor Tarh Nachung, among others, were present.

Mushrooming of private university is a threat

The mushrooming of private universities in the state has worried everyone. At present there are 8 private universities in Arunachal. As per the govt. data during the previous academic session, 1292 tribal students passed out from these universities. Increasingly these private universities are becoming degree churning machines. Though every year thousands of students pass out but there is huge question mark over quality.

Most of the private universities operating in the state do not have proper infrastructure of their own and are operating from the rented accommodations. They are operating in complete violation of the UG guidelines. Unfortunately state government in particularly education department has failed to curb their illegal activities. Politicians in lure of some short term benefit ensure the passing of private university bills in the floor of assembly. Therefore it came as big surprise when Kameng Professional and Technical University Bill moved by the Education Minister could not be passed in assembly on Thursday. Several members of the Arunachal Pradesh Legislative Assembly raised questions and expressed concern over credential of the private organization sponsoring the university. Hope politicians will take more such action to save Arunachal from potential disaster. The opening of so many private universities without following proper guidelines poses serious threat to the future of state.

Distance between kabristan and smashan

Dear Editor,

Uttar Pradesh elections have been a do or die exercise for the ruling parties at the state and centre. Both have unleashed their ghosts from the hell for hitting each other. The country witnessed a new alliance coming into existence which nobody thought would ever be possible. The alliance of two vibrant young men from U.P. made the political pundits dig deeper into their horoscopes for the miracles that might happen their way. But nothing could be predicted about the Prime Minister. He knows where to hit and how. Whatever, the elections in Uttar Pradesh would walk down to the pages of the history for the way how the leaders made a big fool of the electorate. Never have we had such rhetoric coming from the elected representatives of the country. Everybody on the fray played their role well, the role to befool the people.  Leaders sky dropped from the helicopters could see only kabristan (graveyard) and smashan (cremation ground) on the ground. For them the difficult task was to cover the distance between a graveyard and a cremation ground. The places where the dead are disposed were more important than the problems of the living. Interestingly, development and the issues concerning to it were either deliberately buried or cremated and everybody felt comfortable to count the distance between the graveyards and cremation grounds. Supreme Court, in its observation made it clear to all the parties that religion, caste and such polarizing topics be set aside during the campaign.  

While Narendra Modi, the politician known for his oratorical skills broke open the graveyards, Akhilesh to counter his kabristan ride brought donkeys from Gujarat and comfortably had them walked on the streets of Uttar Pradesh. It seemed the prime minister deliberately wanted his “kabristan” jibe go deeper into the sentiments of some sections of the society and make a larger divide between the prominent religions in the state, a deliberate polarization through his magic of words couched as an appeal against discrimination, probably walking in line with the hardliners at the bottom. The country heard and witnessed the prime minister making the analogy with an unscrupulous sarcasm. What seems to be the reality emerging behind this rhetoric is the BJP’s realization of consolidating the support of the majority in the state could only be the way through which they could win the much complicated minds of a huge electorate. The state which is already divided in the name of castes seemed to have gone for a more convenient option by dividing it in the name of religion. We can forget Ram and Ayodhya, the political elite know for sure that Ram is not interested in politics and forgotten for ever but the mandir still makes a grin in their manifesto. Power to politicize everything and politicize power could be the right definition of democracy.  A call to incite the ignorant mass to mob around and slit the throat of their neighbors in the name of religion could be the most convenient tactics to grab votes. Let the walls of the graveyards break open and new headless ghosts of ideas come out with plans to connect kabristan and smashan , they will only decide the winner of this ‘Demo-crazy’ Let us once again forgive them because we don’t want to slice this country again.

Holi, the festival of eternal colours represents the victory of moral rights and virtue over evil deeds and spirits, negativities and our evil thoughts. Socio-culturally as well as morally, it is binding spirit of our life to move beyond obstacles and pain to realize the true joys of our life that we often forget to identify and celebrate. Holi is an inspiration for me to rise above my limitations and find my inner connection to the universe. It inspires me to leave behind the negativities in life and win over obstacles in life. This Holi, I have resolved to push myself behind my limits to defeat any procrastination and march forward no matter what comes in life good or bad. May Holi inspire all of us to celebrate the hidden wisdom, wide spectrum of the colors of true life to guide us to the path of peace, prosperity and stability.

Let wisdom prevail

Dear Editor,

When any Indian politician talks about bringing substantial and inclusive progress of the people and country, don't get swayed because, the superficial talks and activities have been going on for the last 69 years since getting independence but, it continues to be in state of huge confusion and simmering turmoil.

Bringing inclusive and meritorious progress of the country needs nothing less than framing and enforcement of a new Constitution altogether, and we are yet to hear that from any political party or leader till date.

Hope deep and truthful wisdom shall prevail in the long run for realistic and holistic progress of India.
